Исторически в западной культуре существовало два основных подхода к гендерным различиям в образовании: консервативный и прогрессивный. Современный взгляд на гендерное равенство включает в себя равное отношение, позитивные действия и анализ политики, с точки зрения гендерных отношений. ЕС всячески поддерживает стратегию гендерного мэйнстрима – сознательные систематические попытки укоренить гендерное равенство в управлении и культуре.
