Nowadays, government programs are a crucial factor in the development of library and information activities in the regions. The article explores theoretical and methodological problems of government library programs’ management. Focus is made on a model of government library programs’ management, which requires the use of the methodology of other scientific disciplines that actively interact with the library and information science: jurisprudence, economics, sociology, regional studies, etc. The results of research on the use of different approaches and methods in LIS dissertations are represented; methodology of management for library and information activities is underlined. The system of methods for government programming improvement is proposed and characterized.
