National libraries: the paradoxes of history

In the history of national libraries, there are a number of problems that do not have a unique solution. Among
them are the definition of the concept of «national library» itself, the variability of the initial «reference point» of
their history depending on the formation of the state, the historical name of the library and a number of other
factors, a generalizable set of functions performed, their mixing with functions other libraries, the changing
concept of development over time, the conflicting views of society on their activities, the difficulties associated
with explaining the goals and objectives and tasks of national libraries flowed to the general public, etc. Many of
the paradoxes of the history of national libraries turn out to be related to their perception exclusively as symbols
of the nation, overestimated ideas about their capabilities, dependence on the history of a particular state and its cultural policy, as well as poor knowledge of a number of directions and aspects of their activities, including image building.
