Readiness for innovative development and competitiveness of an enterprise, organization, or firm depends to a great extent on the information support of the main processes. Traditionally, information support for research, production and other processes of an enterprise is carried out by scientific and technical libraries (STB). The problems of modern STB. Regulatory regulation is carried out within the framework of departmental networks, STBs that are not part of such networks, are forced to cope with their own problems.The necessity of studying and understanding the modern experience of enterprise libraries is shown. The stages of the implementation of the universal communication model, developed according to the results of an expert survey, which showed that the majority of enterprise libraries correspond to the fund-centric model, when the main processes are connected with the accumulation of resources and fund management, are covered. Substantiates the use of a niche approach in the development of a strategy for the development of an enterprise library. A matrix of channel selection is proposed, based on a comparison of communication channels and services provided by the library
