The eff ectiveness of library and information activities: indicators and assessment methods

The semantic distinction of the concepts of «effi ciency activities» and «quality of products and services» are conducted. Evaluation options of the eff ectiveness of library activities in historical retrospective are considered. The concepts interpretation of «social effi ciency», «economic effi ciency», «technological effi ciency», «organizational eff ectiveness» in relation to library information activities is given. A nomenclature of indicators characterizing each type of eff ectiveness, identifi ed empirically, is proposed. Effi ciency assessment method of library activities is being tested in numerical form by individual indicators, by its groups, including the calculation of a consolidated performance index – arithmetic mean of social, economic, technological and organizational indices eff ectiveness. The results of a sociological study with the aim of refi nement of the nomenclature of library quality indicators products / resources / services and library performance are set out. Survey of practitioners in public libraries, representing 16 regions of the Russian Federation, revealed identifi cation of the concepts of “quality of library products and services” and “library and information effi ciency activities» by majority of respondents. The issue of optimizing the nomenclature of library performance indicators requires additional discussion with the expert community.
