The final stage of the existence of the Russian Empire, its achievements, ideas and development directions in the field
of education are considered. It was the period of the late XIX and early XX century that seems to be a particularly striking
phenomenon, which was full of numerous pedagogical ideas. Currently, there is a clash of different views on the process of
education: traditions and “protective” ideas of the state oppose innovations and progressive concepts. The article analyzes the
tasks and functions of education from the point of view of state control, the changes that the pedagogical system underwent,
the attempts and the main stages of its reform in accordance with public requests. The traditions of domestic education in
higher education are considered on the example of Moscow State and St. Petersburg State universities, their characteristic, the
specifics of public activities of the faculty.
